New Deputy Lieutenants appointed for Lancashire

Six new Deputy Lieutenants have been appointed by the Lord-Lieutenant of Lancashire, Mrs Amanda Parker JP.

They will join the existing team of Deputies to help and support the Lord-Lieutenant in her duties as His Majesty The King’s representative in the county of Lancashire.

These duties can include arranging visits by members of The Royal family and presenting medals and awards on behalf of His Majesty The King.

The newly-commissioned Deputy Lieutenants are:

Ms Banu Adam BEM

Founder and Director of Arts2Heal, a creative arts-based charity in Blackburn that promotes mental health and wellbeing through therapeutic interventions

Professor Graham Baldwin

Vice Chancellor of the University of Lancashire (formerly the University of Central Lancashire)

Mrs Caroline Broadhurst

Currently Deputy CEO for the Rank Foundation and will become Chief Executive Officer of this organisation in June 2025

Mr David Collinge

Former Managing Director of John Spencer Textiles Ltd in Burnley and is currently Court Assistant for The Worshipful Company of Weavers

Mr Wes Johnson

Principal and Chief Executive Officer of Myerscough Agricultural College

Mrs Caroline Wareing

A qualified Solicitor and is currently Relationship Manager with Slater and Gordons Lawyers UK

Background Information:

The Office of Lord-Lieutenant is military in origin and dates from the reign of Henry VIII when the holder was responsible for the maintenance of order and for military purposes relating to local defence.

Lord-Lieutenants are His Majesty’s personal representative in a county or area.  Their prime duty is to uphold the dignity of the Crown, through the following functions:

  • Arranging visits by Members of The Royal family and escorting Royal visitors.
  • Presentation of medals and awards on behalf of His Majesty (such as The King’s Awards for Enterprise).
  • Participation in civic, voluntary and social activities with the Lieutenancy.
  • Liaison with local units of the Royal Navy, Royal Marines, Army, Royal Air Force and their associated cadet forces.
  • Leading the local magistracy by chairing the Advisory Committee on Justices of the Peace.

The function of a Deputy Lieutenant is to assist the Lord-Lieutenant in carrying out her public duties.
